The Illinois Coordinating Committee on Transportation (ICCT) has designed a primer that answers those questions.
The ICCT Coordination Primer will help you make sense of the confusing web of transit terminology (i.e. Dedicated Provider-Client Service), acronyms (i.e. JARC), and federal funding Section numbers (5311, 5310, 5317, etc.). In addition, it will help you understand the varying federal and state funding regulations surrounding transportation systems.
With state-specific modifications, the primer can be used nationwide to show communities how to design comprehensive, efficient, and sustainable transit systems.
