The Homeless Veterans' Reintegration Project (HVRP) was the first nationwide Federal program that focused on placing homeless veterans into jobs. Both urban and rural HVRP grants have provided valuable employment outcomes as well as important information on approaches that work in the different environments. The overarching goals of the HVRP is to provide services to assist in reintegrating homeless veterans into meaningful employment within the labor force; and (2) to stimulate the development of effective service delivery systems that will address the complex problems facing homeless veterans.
These programs are designed to be flexible in addressing the holistic needs of homeless veterans and the barriers to employment that they face. The program in PY 2004 continues to strengthen the development of effective service delivery systems, provide comprehensive services through a case management approach that will addressing the complex problems facing homeless veterans trying to transition into gainful employment, and improve strategies for veteran’s employment and retention. Service centers, provided through these grants, are required to assist in providing transportation assistance and funds to purchase and operate vehicles. The size of funding for this program is $19 million for FY 2004 and $21 million for FY 05. Eligible grant recipients are state and local workforce investment boards, other agencies, for profit and non-for profit entities.
