The purpose of the Dislocated Worker Formula Program under Title I of the Workforce Investment Act is to provide workforce investment activities that increase the employment, retention, and earnings of participants, and increase occupational skill attainment by the participants. The program specifically targets individuals who have lost their jobs, including those dislocated as a result of plant closings or mass layoffs, and who are unlikely to return to their previous industry or occupation. Transportation is considered a supportive service and may be used to reimburse participant trips. The 2005 funding level is $1.343 billion.
